A New Approach to International Business Taxation
Professor Sol Picciotto, Emeritus Professor of Law, Lancaster University.
The basic rules for international coordination of business taxation were formulated some 80 years ago. They were aimed mainly at international portfolio investment, and adapted to foreign direct investment by transnational corporations (TNCs) through the fiction that they should be treated as operating in each country through separate entities transacting with each other at arm's length. This lecture will discuss the effects of these rules, their subsequent elaboration and reform, and the problems they pose today. It will then consider proposals made by various specialists for a new and more suitable approach based on treating TNCs as unitary firms. This is particularly topical in view of recent worldwide publicity about international tax avoidance by some of the biggest TNCs, which has led political leaders in the G20 group to press for rapid progress on the OECD's project on `Base Erosion and Profit Shifting'. The initial report on this project published in January 2013 suggested that `holistic and comprehensive' changes are needed, and promised an Action Plan by June 2013. What are the prospects and possibilities for significant reforms?

The Military and Warfare in Contemporary Jewish Law: Varieties of interpretative strategies
Professor Stuart A Cohen, Bar-Ilan University and Ashkelon Academic College, Israel
Widespread experience of armed conflict, especially in Israel, has revolutionized the halakhic agenda. The ethical and ritual challenges posed by warfare and military service, topics very rarely discussed in Jewry's traditional legal corpus, now receive detailed attention.
A review of the literature indicates that decisors in this field (frequently rabbis with a service record) have developed four distinct approaches.
Regularization - co-opting into the realm of dinei tzavah u-milkhamah halakhic principles developed in civilian contexts;
Autonomy - according military-related halakhot a status that is sui generis;
Meta-halakhic - considering military matters in the light of non-specific principles (e.g. kiddush ha-shem);
Extra-halakhic - acknowledging that the dearth of halakhic precedents for war-related decisions prioritizes non-halakhic critera.
The paper will illustrate each of these approaches, and offer a (tentative) assessment of their implications and foci.
A Lecture in a Series of Occasional Lectures in Jewish Law in the names of Leah and Alexander Woolf.

The War Against Drones: a panel discussion to be led by Reprieve
Panel Discussants:
Clive Stafford Smith is the founder of Reprieve. He oversees Reprieve's casework programme, as well as the direct representation of prisoners in Guantánamo Bay and on death row as a Louisiana licensed attorney at law. In October 2012 Clive travelled to Pakistan and together with Imran Khan led a campaign against drones. Under his leadership the drones programme led by Reprieve is very visible and causes governments across the world considerable discomfort.
In the event that Clive Stafford Smith is called away on an urgent case, he will be replaced by:
Kat Craig, Legal Director at Reprieve; Vice-Chair of the Haldane Society of Socialist Lawyers (@SocialistLawyer), co-author of (@ProtestHandbook).
Chris Woods is the author of a number of ground-breaking investigations into US covert drone strikes. Through his work with the London-based Bureau of Investigative Journalism he revealed the falsity of US claims that civilians were no longer being killed in drone attacks and has also shown that the CIA has been deliberately targeting rescuers and funeral-goers in Pakistan. Recently, Woods revealed how at least two former British citizens have been targeted and killed in US drone strikes in Somalia. He is a former senior BBC producer for both Newsnight and Panorama who has specialised in wars and conflicts for many years and he currently writing a book on the US covert war on terror for academic publisher Hurst.
